EERPAT, the Energy and Emissions Reduction Policy Analysis Tool, is an integrated, state-level modeling system designed specifically to evaluate strategies for reducing transportation energy consumption and greenhouse (GHG) emissions. Based on the GreenSTEP and Regional Strategic Planning models developed in Oregon, it includes sub-models addressing household characteristics, travel demand, vehicle technology and powertrain, and fuel consumption/carbon dioxide emissions from vehicle operation.

Practitioners can use EERPAT to evaluate the impact of proposed policies on GHG emissions, vehicle miles traveled, travel delays, and other outcomes. The model can be used to evaluate individual policies or comprehensive scenarios involving complex policy interactions. Because of its relatively quick run time, the EERPAT model can be used to generate dozens or even hundreds of policy scenarios.
