The transport sector is blessed with the potential of far-reaching new technologies, such as automation and connectivity, that are widely seen as transformative in solving entrenched road safety and traffic congestion issues. At the same time, AI and big data have advanced rapidly to be equally promising in understanding and managing complex multimodal systems in real time. On the ground, ITS has evolved into Cooperative ITS (C-ITS), exchanging new information between vehicles and the roadway systems they utilize. As we experience, and emerge from, the current world-wide disruptions to work, play and mobility, where do we stand with AVs going forward? Has the important role of Infrastructure Owners and Operators (IOOs) been clarified, or altered?
